YLE held a workshop on writing climate policy papers and raising the efficiency of civil society organizations over a period of 5 days within the ARCH program organized by the Foundation in cooperation with CRISP and PACJA and funded by IKI.
The workshop was attended by members of the Senate and Parliament, as well as representatives of 15 civil society organizations in Egypt. The workshop aims to engage young people in understanding the basics of writing policy papers with a focus on priority environmental issues, including methods of presentation, analysis and evaluation of methods, raising the efficiency of civil society organizations and exchanging knowledge between participants and members of the Senate.
Participants learned about the basic concepts of public policies, in addition to understanding the administrative, legislative and regulatory framework for policy-making processes. Emphasis was placed on applying and adopting policies in light of the rapid changes.
In this context, the workshop was attended by prominent personalities in the field, including Representative Ghada Ali, a member of the Coordination of Youth Parties and Politicians, and a supporter of YLE, who spoke about the current draft law on carbon markets submitted to Parliament. She stressed the importance of this project in promoting environmental sustainability and reducing gas emissions, noting the Foundation's support for the law.
Representative Mohamed Ismail, a member of the House of Representatives representing the Coordination of Youth Parties and Politicians, and the organization’s representative at the 27th Climate Summit, also discussed the proposed amendment to Environmental Law No. 4 of 1994. Emphasis was also placed on the objectives and expected impact of this project on protecting the environment and promoting sustainability in Egypt.
In addition, Representative Noha Zaki, member of the Senate representing the Coordination of Youth Parties and Politicians, participated in the workshop and discussed how to assess the legislative impact, define the problem, and define the desired objectives of the impact assessment study. Emphasis was also placed on the stages of consultation and development of alternatives, the intervention of non-legislative alternatives and legislative intervention, the review of available options and the stage of selecting the appropriate alternative.
Representative Akmal Najati, member of the Senate for the Coordination of Youth Parties and Politicians, gave a lecture on writing policy papers, identifying target groups, elements for their discussion and specialized committees, and the importance of drafting a correct policy paper.
This workshop is a valuable opportunity to enhance cooperation and develop skills in the field of writing and evaluating policies and to enhance the participation of youth in formulating public policies as representatives of civil society organizations in Egypt.
